Once I ran into this problem while trying to install Genius ioCentre v.1.3.11 on Windows 8.1 - after initializing the setup, it displayed only question marks (a few strings like "??????????") so I couldn't finish the installation.
Experimenting with the setup.ini file found within the installation folder, I've found that the solution is to set the "count" value to 1 (like pictured below) and then save the file:
After (re)initializing the setup, you should now get the English version and in the end have a functional software:
